OPINION BY JUDGE FRIEDMAN William Snyder appeals an order of the Court of Common Pleas of Allegheny County which dismissed Snyder's appeal and affirmed
a one year suspension of his operator's privileges by the Department of Transportation (DOT) based upon 75 Pa.C.S. §
1547(b)(1) because of Snyder's refusal to submit to chemical testing. We reverse.
